REVIEW OF THE RUSSIAN EXPERIENCE IN PERFORMING CADASTRAL WORKS TO ESTABLISH THE BOUNDARIES OF FLOOD AND FLOODING ZONES

In the Russian Federation, work is just beginning to establish flood zones and flooding. It is legally established to enter information about the boundaries of these zones in the unified state register of real estate. However, at the same time, there are a number of regulatory and technological issues that have not been resolved and the work on establishing flood zones and flooding has not been completed in full. The article describes the main guiding regulatory documents, as well as shows the innovations that these laws have introduced to improve the procedure for establishing flood zones and flooding. Real examples of catastrophic floods on the territory of the Russian Federation, which caused billions of dollars in losses to the state, as well as to the owners of real estate objects, are shown. The necessity of computer predictive modeling of emergency situations associated with flooding of the territory and determining the boundaries of the geospatial emergency situation – zones of flooding and flooding is justified. The scheme of the sequence of actions for determining the geospatial emergency situation is given. A technological scheme for establishing flood and flooding zones has been developed and implemented in the production of works of the Verkhne-Ob Basin Water Management. Digital forecast models of flood zones on the territory of the city of Novosibirsk in case of catastrophic flooding are constructed. The main list of directions of the positive impact of determining and fixing information about the boundaries of flooding and flooding zones in the state information resource, including those related to the planning of territorial stability of spatial structures, is given. It is also concluded that it is necessary to reduce real estate taxes in areas of possible emergency situations and redistribute financial resources in favor of real estate insurance.
