Publication Ethics
The publication ethics of the scientific journal “Bulletin of D. Serikbayev East Kazakhstan Technical University” is a system of professional standards designed to regulate the relationships among all parties involved in the preparation of materials for publication, including the editor-in-chief, publisher, authors / author groups, reviewers, and other authorized participants.
The editorial board of the journal adheres to internationally recognized principles of publication ethics, particularly those outlined in the recommendations of the Committee on Publication Ethics (COPE), and incorporates the best practices of leading international scientific journals and publishers.
Publication ethics define the norms, principles, and standards of ethical behavior for all participants in the publication process — the editor-in-chief, publisher, authors / author groups, reviewers, and other authorized bodies. It also includes mechanisms for identifying conflicts of interest, addressing misconduct, and providing guidance on retractions, corrections, and rebuttals.
All parties involved in the editorial and publishing process agree to and are guided by the ethical principles outlined below from the beginning of their cooperation.
Responsibilities of the Editor-in-Chief
The Editor-in-Chief provides overall leadership of the publisher’s and editorial board’s activities in accordance with the legislation of the Republic of Kazakhstan, as well as the Charter and other regulatory documents of D. Serikbayev East Kazakhstan Technical University.
In their work, the Editor-in-Chief must adhere to the following fundamental principles and procedures:
Make decisions regarding the publication of manuscripts submitted to the editorial office.
Consult with editorial board members and reviewers when deciding whether to publish a manuscript.
Maintain the confidentiality of manuscript information and not disclose it to third parties, except for reviewers and members of the editorial board.
Ensure the integrity of the editorial and publishing process of the journal.
Responsibilities of the Publisher
The Publisher is responsible for the public dissemination of authors’ works, which entails adherence to the following fundamental principles and procedures:
Decide which submitted manuscripts should be published based on formatting compliance, plagiarism checks, and peer review results.
Ensure the confidentiality of manuscripts and any information received from authors or author groups until the publication date.
Reject or request revisions of manuscripts that do not comply with the Author Guidelines.
Initiate corrections or withdraw a manuscript upon identifying substantial content, grammatical, or stylistic issues, in agreement with the authors or by appointing an editorial board member.
Coordinate editorial corrections with the author(s).
Publish accepted manuscripts in open access, with copyright retained by the authors or author group.
Bear no responsibility for the content of published materials.
Avoid delays in publishing journal issues.
Support the editorial board in handling ethical complaints and facilitate communication with other journals and/or publishers.
Be accountable for the publication of manuscripts with known unethical practices: plagiarism, self-plagiarism, excessive self-citation, or conflicts of interest. If ethical standards are violated, the Editor-in-Chief, based on the editorial board's decision, must retract the publication. Manuscripts may be withdrawn by the author(s) or the journal. Retraction is applied if:
There is clear evidence of unreliable data due to misconduct such as data fabrication or falsification;
The manuscript has been previously published in another journal before submission to the Bulletin of D. Serikbayev EKSTU;
Plagiarism is detected, including images, charts, or tables;
Serious errors are found that could affect the validity of results or conclusions;
Copyright infringement claims are received from third parties;
The manuscript contains information that violates publishing ethics standards.
In such cases, the editorial board conducts a review and may issue a retraction act signed by the Editor-in-Chief. The authors are notified, and the retracted article is marked on the journal’s website with an explanation. The notice is also published in the following issue.
The editorial board of the Bulletin of D. Serikbayev EKSTU objectively and responsibly considers all substantiated claims of ethical violations in published content.
The editorial team considers it the duty of authors and reviewers to promptly report any discovered errors or violations after publication.
Responsibilities of the Author(s)
The author(s), when submitting manuscripts to the Bulletin of D. Serikbayev EKSTU, acknowledge personal responsibility for the novelty and reliability of the research results, which implies adherence to the following principles and procedures:
Ensure the submitted manuscript is original, has not been previously published, and take full responsibility for its content. The originality level must meet the criteria specified in the Author Guidelines.
Reference publications that significantly influenced the work. All quotations or ideas from other authors must be properly cited according to editorial requirements. Questionable sources should be avoided.
The manuscript must align with the journal’s scope and not contain fabricated or falsified data or unlawfully appropriated research results.
Provide supporting data or materials if the editors, reviewers, or editorial board members question the validity or authenticity of the results.
Submit a carefully edited manuscript formatted in accordance with editorial requirements.
Avoid duplicate publication. If parts of the manuscript have been published before, the author(s) must reference the prior work and explain the differences.
Do not submit a manuscript currently under consideration elsewhere, or one already published in another journal.
The individual contributing most to the manuscript (among co-authors) should be listed first or act as the corresponding author.
Each manuscript must have a designated corresponding author.
Co-authors must determine each member’s contribution to the conception, design, execution, or interpretation of the study. All contributors must approve the final manuscript and agree to its submission.
Before acceptance, changes to authorship (adding, removing, or reordering authors) must be explained by the corresponding author and approved by all listed authors. Such changes require the publisher’s approval.
Ensure that manuscripts do not harm national security in any form (political, economic, demographic, informational, etc.).
Disclose funding sources and sponsor roles in research design, data collection, and analysis.
Work with the editorial board to correct or withdraw a manuscript if significant errors or inaccuracies are identified prior to publication.
Report discovered errors at any stage of the publication process and assist in correcting or retracting the article if necessary. In the case of serious, uncorrectable errors, the manuscript must be withdrawn.
Accept potential editorial changes that do not alter the core content of the article.
The number of co-authors per manuscript should not exceed five individuals.
Respect ethical standards in commentary or criticism of others' work and in communication with editors. Ethical violations may result in rejection or withdrawal of the manuscript.
Authors may use artificial intelligence (AI) tools in drafting, editing, fact-checking, or analyzing data, but must clearly declare such use in a dedicated section (e.g., “Disclosure of Generative AI Use in Manuscript Preparation”). AI use must be referenced as: Model name. (Year, Month Day). Prompt or description [Large language model]. Platform name. URL
Responsibilities of Reviewers
The reviewer conducts a scientific evaluation of the authors' materials and must act impartially, in accordance with the following principles and procedures:
Access to and discussion of the manuscript is permitted only to individuals authorized by the editor-in-chief.
The manuscript received for review is considered a confidential document and must not be shared or discussed with unauthorized persons, nor used for personal purposes.
Personal criticism directed at the author(s) is unacceptable.
Information and ideas obtained during the review process must not be used for personal gain.
Provide an objective and well-argued assessment of the research results, along with substantiated recommendations in the form required by the journal's publisher.
Evaluate the relevance of the topic, the degree of scientific novelty, and the structure and style of the manuscript in accordance with scientific standards. All comments and recommendations must be submitted through the journal portal in the language of the submitted manuscript.
Submit the review no later than one month after receiving the manuscript.
The author's nationality, religion, political or other views must not influence the review process.
The expert opinion of the reviewer should support the editorial decision regarding publication and help the author(s) improve the manuscript.
Reviewers who feel unqualified to evaluate the manuscript or unable to meet the deadline must notify the editorial board in writing and decline the review within three working days.
The decision to accept, return for revision, or reject the manuscript is made by the editorial board based on the review results. If the reviewer finds evidence of plagiarism, improper citation, false or fabricated data or results, they must reject the manuscript and inform the editor-in-chief about the violations of ethical principles and procedures.
Conflict of Interest Policy
A conflict of interest, as defined by the Committee on Publication Ethics (COPE), refers to situations where the editor-in-chief, editorial board members, authors, or reviewers have hidden interests that could influence their judgment regarding the material being published.
Such conflict arises when financial, personal, or professional conditions may impact the scholarly judgment of reviewers and editorial board members, and consequently, the board’s decision regarding the manuscript’s publication.
All participants in the publication process must avoid reviewing manuscripts where they identify a conflict of interest related to competition, collaboration, or institutional affiliation.
Upon submission, the author(s) must disclose all sources of research funding, and indicate any commercial, financial, personal, or professional factors that may create a conflict of interest regarding the manuscript.
If any mistakes or omissions are discovered by the authors or editorial board, the journal may publish corrections, apologies, or retractions as appropriate.
The editor-in-chief, publisher, or reviewers may not use unpublished data from reviewed manuscripts in their own work without written consent from the author(s). Any ideas or insights gained during the review process must remain confidential and may not be used for personal benefit.
The editor-in-chief and publisher are jointly responsible for taking appropriate action in the case of ethical complaints concerning manuscripts or published materials.
All parties involved should avoid conflicts of interest at every stage of the publication process. Any discovered conflict must be reported to the editorial office immediately. The same applies to violations of publication ethics principles or procedures.
Unethical Conduct
Unethical conduct includes actions by the editor-in-chief, publisher, authors, or reviewers such as intentionally reviewing manuscripts in which they are listed as authors or co-authors, engaging in collusive or inappropriate peer review, falsifying co-authorship, fabricating or falsifying research results, publishing false or pseudoscientific texts, submitting manuscripts to other journals without author consent, sharing author materials with third parties, violating copyright or confidentiality in editorial processes, citation manipulation, and plagiarism.
